Mobile man indicted on charges of sexually abusing 2 young boys

MOBILE, Al
A 27-year-old man was booked today on a Mobile County grand jury indictment charging him with sexually abusing 2 young boys, the Mobile County District Attorney's Office said.
Matthew Coffey Kemp
Matthew Coffey Kemp of Mobile was charged with 2 counts of sexual abuse of a child under 12 and 1 count of indecent exposure, according to records at Mobile County Metro Jail.
Kemp was booked shortly after 1 p.m. and was released on bail totaling $18,000 about an hour and a half later, the jail records show.
Assistant District Attorney Nikki Patterson said that the victims were both under age 5 when the incidents occurred, and that one is a family member.
Patterson said the first incident took place about 2 years ago, but the parents decided not to take action at the time, opting to do so once the 2nd incident occurred a few months ago.
Online court and jail records indicate Kemp has a previous arrest on a 1st-degree sexual abuse charge in 2007, in connection with an incident that happened Sept. 1, 2006. A Mobile County grand jury later in 2007 did not return an indictment against Kemp, the court records show.

HUNTSVILLE, Al
If you're heading north on Interstate 65 between Hartselle and Priceville for the next two weeks, allow some extra time for a detour between exits 328 and 334.
On Monday, the Alabama Department of Transportation closed I-65's northbound lanes between Hartselle and Priceville to repair a landslide that has encroached on the outside shoulder of the roadway during the past two weeks.
Alabama Department of Transportation officials noticed the slide when it repaired a sink hole on I-65 in November.
The slide is located near mile marker 330 in Morgan County. The repair project will require the interstate's two northbound lanes to be closed between exits 328 and 334. Southbound interstate traffic will not be affected.
Passenger vehicles traveling northbound may exit I-65 North at Exit 325 (Thompson Road) then proceed west on Thompson Road to U.S. 31, then north to Alabama 67 then south on Alabama 67 back onto I-65 at Exit 334 (Priceville) or must exit I-65 at Exit 328 onto State Route 36 then east to Alabama 67 then north on Alabama 67 to I-65 at Exit 334 (Priceville).
Commercial Trucks will be directed off I-65 at Exit 318 (Lacon) onto U.S. 31 then north on U.S. 31 to Alabama 67 then south on Alabama 67 to I-65 at Exit 334 (Priceville).
Oversized loads traveling northbound will be directed off I-65 at Exit 310 (Alabama 157) and should follow the approved route displayed on their printed permit. Motorists are requested to consider using alternate routes, adjust arrival/departure times, observe work zone speed limits and other work zone signs and use extreme caution in this area.
A contractor began working around the clock Monday and will continue until the interstate lanes can be re-opened.
For detour information, motorists may tune their radios to the Highway Advisory Radio System (HARS):

Charges against Bullock County commissioners dropped

 Montgomery, Al.
Charges have been dismissed against the five Bullock County commissioners arrested last May on bid law violations.
The Alabama Attorney General's Office filed the motion to dismiss after all five commissioners were indicted on charges of improperly purchasing food for jail inmates.
Commission Chairman Ronald Wynord Smith, 56; and Commissioners John Livingston Adams, 43; Dock McGowan, 82; Alonza Ellis Jr., 45; and James McArthur Perry, 64, were all arrested in mid-May.
Alabama's Attorney General Luther Strange said the Examiners of Public Accounts found the commission spent at least $61,000 for supplies and $24,000 for food in fiscal 2009 without going through the competitive bid process.
A grand jury indicted each commissioner on one count of intentionally, knowingly or recklessly spending an amount greater than $15,000 for inmate food at the Bullock County Jail without entering seeking competitive, sealed bids. Smith was additionally charged with failure, as the head of a governmental agency, to report a possible ethics law violation.
